Rule 154
Motion of impeachment against the President or Vice President

(1) A proposal of impeachment in accordance with clause (1) of Article 101 of the Constitution stating that the President or the Vice President has committed serious violations of the Constitution and the law shall be submitted by one-fourth of the total number of members in the House of Representatives, stating the grounds and reasons for submitting such a proposal against the President or the Vice President. The notice should be given to the Secretary General or in his absence to the Secretary.
(2) Upon receipt of the resolution as per sub-rule (1), the Secretary General or in his absence, the Secretary shall submit it to the Speaker. The day and time will be set so that the meeting will be discussed within seven days from the date of registration of such proposal.
(3) In the event that the session of the House of Representatives is not in session, the member who submits the proposal according to sub-rule (1) shall also demand the convening of the session of the House of Representatives in accordance with clause (3) of Article 93 of the Constitution so that the meeting is held within fifteen days at most from the date of registration of such proposal.
(4) On the day and time specified in accordance with sub-rule (2), after the name is called by the speaker, the proposing member shall present the motion of impeachment in the meeting and if he wishes, he may make a statement before presenting the motion.
(5) After the motion is presented in accordance with sub-rule (4), the Speaker shall determine the time period for the discussion on the motion and after the discussion is over, the proposing member may withdraw the motion by taking the permission of the meeting if he wishes.
(6) If the proposal is not withdrawn according to sub-rule (5), the Speaker may submit a proposal to form an eleven-member inquiry committee to investigate. If such a committee is formed, the committee will have the right to collect evidence from the president or vice president regarding serious violations of the constitution and federal laws and also to hear evidence from the president or vice president as needed.
(7) If the proposal to form an inquiry committee is passed in accordance with sub-rule (6), the Speaker will send the required documents including the impeachment proposal to the inquiry committee and will inform the President or the Vice President and related bodies.
(8) The members of the investigation committee can elect the chairman of the committee from among themselves.
